Overview:
The Project Director will lead the HPV Vaccines: Evidence for Impact project according to the plan outlined out in a proposal submitted to the Bill & Melinda Gates Foundation. The Project Director is responsible for the overall direction, management, oversight, administration, and supervision of the project. The Project Director will work with a team of highly skilled PATH staff, as well as with partner agencies in implementing the project (PATH team members have expertise in regulatory affairs, clinical development, clinical and qualitative research, business development, health economics, communication, and administration support).
Qualifications:
- Doctoral degree in medical or scientific field, or equivalent.
- Minimum 8 years relevant experience, including 5 years experience in international health.
- Clinical/professional experience in developing country health programs, especially women’s health programs.
- Knowledge, understanding, and experience with public health, the international health arena, women’s health, and cervical cancer prevention.
- Experience with health product/program introduction and public policy issues, at both country and international level.
- Experience overseeing collaborative efforts among large organizations.
- Ability to travel domestically and internationally up to 30%.

Emergency is an international NGO based in Italy whose aim is to give medical and surgical assistance to the civilian victims of war and landmines. We are ALWAYS looking for a gynaecologists and obstetricians for our Maternity Programme in Afghanistan. It should however be noted that, due to the particular cultural context, we can only consider female applicants.
The ideal candidate should have:
- Significant number of years’ experience in gynaecology and obstetrics, also in developing countries
- An extensive and varied operations record
- Technical expertise in ultrasound;
- Flexibility and adaptability to work as part of a team in stressful conditions

Director, Maternal Health- EngenderHealth
EngenderHealth is seeking a Director, Maternal Health, to lead the development of its Maternal Health initiatives. The Director is responsible for assessing existing projects and making recommendations for strengthening cohesion and collaboration across projects that address safe motherhood. The Director will also lead and coordinate the development of a corporate strategy and vision for maternal health, as well as identify opportunities for strategic external partnerships to share EngenderHealth’s clinical competencies. Additional responsibilities include identifying and pursuing funding opportunities at both the international and national levels. This includes taking the lead in development of maternal health proposals for submission to donors. The director is responsible for coordination of evaluation, documentation and dissemination of lessons learned and best practices and to provide guidance, support and short term technical assistance to country and global programs.
Candidate must possess a graduate degree in public health or related field plus a minimum of ten years of experience in management of international maternal health programs and program development. Experience with forming and managing successful partnerships including USAID and other key donors. Demonstrated clinical/technical expertise in maternal health and other reproductive health services. Oversee quality development, technical implementation and evaluation of MTI’s health program portfolio. Effectively represent MTI in professional and donor networks. Supervise and build capacity of team of health advisors.
This Portland, OR-based position provides vision, direction and technical guidance to MTI’s health program growth, quality implementation, reporting, and evaluation. The portfolio covers four regions and includes privately-funded holistic Community Health projects and USAID-funded Child Survival projects. This person liaises directly with donors such as the USAID Global Health Bureau and MTI program leaders such as Regional and Country Managers and Health Project staff. The position supervises the Community Health and Child Survival Specialists who make up the Health Unit within the Technical Services Group and supports a growing cadre of field health program managers.
Performance standards include assuring quality and state-of-the-art practices in health projects, developing solid project designs and proposals, facilitating growth of health portfolio, and effectively managing a collaborative and strong team in the health unit.
Essential Duties and Responsibilities:
- Provide vision, direction, technical guidance and best practice application to lead and manage MTI’s health project portfolio. This includes significantly strengthening holistic health programming at MTI as well as providing oversight of the technical backstopping & reporting for child survival projects.
- Supervise and mentor the Health Specialists in the Unit and develop a strong team. Develop vision for the Unit and develop and manage work plans and staff development goals for the staff.
- Coordinate technical assistance. Guide and facilitate input from Monitoring & Evaluation Specialist, Community Health Specialists, regional advisors, and consultants.
- Ensure timely submission of quality reports based on donor guidelines.
- Represent Medical Teams International and network at AERDO, CCIH, USAID Child Survival, CORE, Global Health and APHA conferences and meetings.
- Identify niche and opportunities and grow the health project portfolio in strategic areas. Write multi-lateral and bi-lateral grant proposals.
- Train health unit staff, regional technical advisors, health project managers and health volunteers in state-of-the-art practices.
- Incorporate evidence-based child survival techniques into Medical Teams International health program designs. Remain current in best practices, current issues and trends in child survival, reproductive, and international health.
- Document results and lessons learned for broader dissemination.
- Collaborate with other Senior Advisors and participate in the leadership of the Technical Services Group.
Desired Minimum Qualifications:
- Master's in public health with strong international health emphasis. MD, RN or PA preferred.
- At least five (5) years of successful experience in health program management with large grants. Proven experience with Child Survival programming a plus.
- Strong skills in designing, monitoring, and evaluating health interventions in the field and in a headquarters advisory position.
- Proven experience in training international health professionals in community health/child survival tools and methodologies.
- Experience interfacing with donors, partners, volunteers, and government and NGO agencies.
- Excellent problem solver, a self-starter, ability to work independently and mentor/manage staff; develop and achieve vision and plans.
- Africa experience highly desirable. Fluency in second language (French preferred).
- Strong oral, presentation and written communication skills.
- Willingness to travel 20 percent time.
- Proven ability to write project proposals and meet deadlines under pressure.
- Proficient in Microsoft Word, Excel, PowerPoint, & Epi Info.
- Commitment to the mission statement of Medical Teams International.

JOB SUMMARY:
Based in Baku, Azerbaijan, the Chief of Party (Project Manager) leads a partnership of three organizations in implementation of the 5-year USAID-funded project to provide Azerbaijani men and women with higher quality, more accessible reproductive health and family planning services in 14 districts. The Chief of Party is overall responsible for achieving the project’s vision and strategy, directing the project team, and managing the critical relationships with the Ministry of Health, National Reproductive Health Office, other national partners in the public and private sectors and USAID Mission. S/he has overall program, managerial, and fiscal responsibility for the project, including achieving program results, financial accounting and reporting, and ensuring compliance with all USAID cooperative agreement contractual matters and other applicable laws and regulations. S/he supervises and provides technical and managerial support to four key staff members.
RESPONSIBILITIES:
- Leads successful implementation and monitoring of the project’s strategy coordinating closely with the USAID mission, MOH and other key stakeholders
- Oversees, administers, supervises, and manages the performance of all the project’s principal partners with regards to the terms of the USAID Associate Award
- Proactively communicates and responds to stakeholders in all significant matters relating to the performance of the Associate Award
- Represents the project to USAID, other donors, country partners, and other national and international agencies to further the aims of the project
- Develops annual workplans and reports to USAID on project programmatic and financial performance
- Manages implementation of midterm evaluation, reviews its results and utilizes them to maximize the Project success and identify directions for future program development
- Leads design and implementation of the Project’s final evaluation
- Manages the country offices, responsible for budget development, financial tracking and oversight, ensures overall compliance with EngenderHealth’s standard operating procedures
- Leads the project management structure to ensure effective collaboration, teamwork, responsiveness and collegiality
- Travels periodically throughout the country to assist in the design, implementation, and supervision of project interventions
- Ensures project staff maintain effective and collaborative working relationships with all stakeholders and collaborating agencies
- Provides supervision and technical support to the key project staff to achieve project goals
EDUCATION, EXPERIENCE & CERTIFICATIONS:
§ Master’s degree in health, development or related area, and/or M.D.
- Demonstrated management and leadership skills working with national programs addressing social and health issues.
- At least 3 years experience in senior management of USAID and/or other donor programs, knowledge of USAID rules and regulations and the SO/IR system. Experience as Chief of Party/Country Director preferred.
- At least 10 years of solid programming and technical experience and demonstrated achievements in developing family planning, reproductive health, or maternity care service delivery programs.
- Experience in developing, managing, and overseeing complex program budgets.
- Proven abilities in developing and maintaining successful relationships with representatives from the public, private, commercial, and NGO sectors to achieve common goals.
KNOWDLEDGE, SKILLS AND ABILITIES:
- Knowledge of programming and training issues to strengthen human capacity development in health facilities.
- Written and verbal fluency in English and a high level of speaking and comprehension of Azeri, Russian, or Turkish required.
- Solid knowledge of and work experience in the Newly Independent States preferred.
